INCENTIVE:
Lando has had a rough couple of years. He had it made in the shade, running Cloud City as Baron Administrator. But then Han and Leia showed up on his doorstep, and just before them, the Empire. His out-of-the-way mining colony was suddenly under Empire control. His best friend got frozen in carbonite. What was a guy to do but join the Rebellion? Besides, they made him General, and fancy titles are appealing to a guy like Lando ("Smuggler? Such a small word. I'm more of a...galactic entrepreneur."). You know what else is appealing? A vacation in a city where he's not only able to, but encouraged to hook up with lots of attractive young people. Lando would have no problem putting his life back home on pause to spend time in Eudio. In exchange, he'd ask for his mission to go well and end in the Rebel Alliance's favor. Sure, that would mean a massive defeat for the Empire and the deaths of countless stormtroopers working on the Death Star 2.0, but there are always casualties in war. Someone has to win the battle, and the war, and you can't make an omelette without breaking a few eggs.



FIT:
Lando is suave as hell. He likes to flirt and seduce every attractive person he sets eyes on ("You look absolutely beautiful. You truly belong here with us among the clouds."), but he respects boundaries and has no interest in people who aren't interested in him beyond a little playful flirting. He's a mature adult who understands the concept of informed consent. In fact, the fact that everyone in Eudio is there on the same terms, under the understanding that they're all consenting adults who will respect each other while being intimate with each other, will probably increase his enthusiastic desire to be there.
